She used dilute elmer...My great auntie made these. She used dilute elmer's glue or old fashioned laundry starch to stiffen. If you used starch, you were supposed to wash it and leave it unstarched for storage, because the starch would draw mice who would chew the piece up. She put these on top of the giant console TV with a candy dish in the center of the doily.
